Digitisation of Enforcement Proceedings in Ukraine: What Does Law No. 4833-IX Change?
On 23 October 2026, the main part of the changes aimed at digitising enforcement proceedings in Ukraine will enter into force. The new provisions expand electronic information exchange and automate selected stages of the enforcement of decisions. For the debt management market, this is another step towards more structured, technology-enabled processes.
On 7 April 2026, the Verkhovna Rada of Ukraine adopted Law No. 4833-IX on improving the procedure for enforcing court decisions and decisions of other bodies and digitising selected stages of enforcement proceedings.
What is changing in practice?
The new provisions include, among other things:
- Expanded electronic information exchange — enhanced interaction between the Automated Enforcement Proceedings System and relevant financial institutions and registers.
- Coverage of electronic money — the legislative changes cover electronic money and electronic wallets, expanding the range of instruments to which measures provided for by law may apply.
- Automation of selected procedures — in cases specified by law, the system is intended to support actions related to recording debt repayment, removing a person from the Unified Register of Debtors, and lifting the seizure of funds.
It is important to note that digitising enforcement proceedings does not mean that the accounts of every person with outstanding debt will be automatically blocked. Funds are seized on the basis of appropriate enforcement documents and in accordance with the procedure established by law.
Technology and responsibility must go hand in hand
The legislative changes demonstrate how important efficient processes, information quality and the responsible use of technology are becoming in debt management.
The practical effectiveness of digital solutions will depend not only on the legal framework but also on the implementation of data-exchange mechanisms and cooperation among the institutions involved.
For Kredyt Kapital, professional debt management means combining operational efficiency, legal compliance and transparent communication with clients.
Comment from a Kredyt Kapital expert
“Digitising enforcement proceedings can simplify information exchange and reduce the time needed to complete certain procedures. The ultimate impact will depend on how the new solutions are implemented in practice. This is why well-organised processes, compliance with the law and clear communication with all parties to the proceedings remain just as important as technology”.
